  • Vegetation Establishment and Management in USACE Floodwater Detention Basins: Greens Bayou Flood Risk Management Mitigation Project

    Abstract: This report documents efforts by the US Army Engineer Research and Development Center (ERDC) in assisting the US Army Corps of Engineers (USACE) Galveston District (SWG) in native vegetation establishment design, propagation, installation, monitoring, and adap-tive management for the mitigation requirements of the Greens Bayou Flood Risk Management Project. Specifically, to provide (1) a vegetation establishment design ensuring development of sustainable native plant communities compatible with flooding and drought events; (2) suitable native aquatic, wetland, and woody plants for project use; (3) implementation of plantings; (4) monitoring and adaptive management; and (5) vegetation establishment reports and an operations and maintenance manual for long-term vegetation management of the project site. The Greens Bayou Project included approximately 3.7 miles of channel conveyance improvements and 138 acres of storm-water basin detention storage to reduce flooding damage by safely storing excess stormwater during heavy rain events and slowly releasing it back into the bayou. The completed basin was designed to hold approximately 1,400 acre-ft, or 538 million gal., of stormwater. Vegetation establishment, monitoring, and adaptive management efforts in the mitigation features discussed herein occurred between 2019 and 2023.
  • Assessing Differences in the Wetland Functional Capacity of Wet Pine Flatwood Compensatory Mitigation Sites Managed with Prescribed Fire and Mechanical Mowing

    Abstract: This report assesses the functional capacity of wet pine flatwood wetland habitats in the Gulf Coastal region of the United States, with a specific focus on compensatory mitigation sites maintained using mowing or prescribed fire, or both, as understory management strategies. The use of mowing in lieu of prescribed fire treatments has been proposed for a variety of reasons, including when mitigation sites are located near residential areas or where fires pose a risk to private property and public safety. This study evaluates the effects of mechanized mowing on ecosystem functions by using the hydrogeomorphic (HGM) wetland functional-assessment method to compare mitigation sites managed by mowing to sites managed by prescribed-fire regimes. Assessing mowing as a vegetation-control strategy in lieu of prescribed-fire regimes provides valuable information that can improve the design and management of wet pine flatwoods mitigation sites throughout portions of the southeastern United States, where this wetland class occurs.
  • Swan Island: Monitoring and Adaptive Management Plan

    Abstract: Swan Island is a 10.12 ha island located in the Maryland waters of the Chesapeake Bay. Because of its value as a natural wave break for the town of Ewell on nearby Smith Island, as well as the ongoing erosion and subsidence of the island, in 2019 US Army Corps of Engineers (USACE)–Baltimore District placed 45,873 m³ of dredged sediment and planted 200,000 marsh plants. This restoration provided an opportunity to quantify the engineering (that is, resilience) and ecological performance of the island, postplacement. The lack of quantitative data on the performance of natural features such as islands has led to perceived uncertainties that are often cited as barriers to implementation. To address these data gaps, a multidisciplinary collaboration of five government entities identified project objectives and monitoring parameters through a series of mediated workshops and then developed a conceptual model to articulate those parameters and the linkages between them. This monitoring and adaptive management plan (MAMP) documents those monitoring parameters and procedures and can serve as an example for other scales, regions, and research questions. Documenting research and monitoring efforts may help to foster widespread acceptance of nature-based solutions such as islands.
