Historic Landscape Inventory for Zachary Taylor National Cemetery, Louisville, Kentucky

Abstract: This project was undertaken to provide the US Department of Veterans Affairs, National Cemetery Administration, with a cultural landscape inventory of Zachary Taylor National Cemetery via funding from the St Louis Mandatory Center of Expertise (MCX) for the Curation and Management of Archaeological Collections (CMAC). The 16-acre cemetery, listed on the National Register of Historic Places in 1983, is found in Louisville, Kentucky, and contains more than 11,400 burials. The US Army Engineer Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) was tasked with inventorying and assessing the cultural landscape at Zachary Taylor National Cemetery through the creation of a landscape development context, a description of current conditions, and an analysis of changes to the cultural landscape over time. All landscape features were included in the survey as federal policy on national cemeteries requires that all national cemetery landscape features be considered contributing elements, regardless of age. The historic landscape elements of the cemetery, like the original overarching Beaux-Arts plan and circulation, cannot be restored due to the current number of burials. However, some elements can be reemphasized by historic landscape management planning, such as the restoration of the portions of the allée of pin oak (Quercus palustris) trees.

Historic Landscape Inventory for Mare Island Naval Cemetery, California

Abstract: This project was undertaken to provide the US Department of Veterans Affairs (VA), National Cemetery Administration (NCA), with a cultural land-scape inventory of Mare Island Naval Cemetery. The approximately 2.5-acre cemetery is located in Vallejo, California, and contains more than 900 burials. Mare Island Naval Cemetery is part of the Mare Island Naval Shipyard historic district, which was listed concurrently on the National Register of Historic Places and as a National Historic Landmark in 1975. The NCA tasked the US Army Engineer Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) with inventorying and assessing the cultural landscape at Mare Island Naval Cemetery through the creation of a landscape development context, a description of current conditions, and an analysis of changes to the cultural landscape over time. All landscape features were included in the inventory as NCA requested ERDC-CERL to follow federal policy on national cemeteries that requires that all national cemetery landscape features be considered contributing elements, regardless of age.

Old Post Reevaluation, Fort Huachuca, AZ

Abstract: The US Congress codified the National Historic Preservation Act of 1966 (NHPA), the nation’s most effective cultural resources legislation to date, mostly through establishing the National Register of Historic Places (NRHP). The NHPA requires Federal agencies to address their cultural resources, which are defined as any prehistoric or historic district, site, building, structure, or object. Section 110 of the NHPA requires Federal agencies to inventory and evaluate their cultural resources, and Section 106 requires them to determine the effect of Federal undertakings on those potentially eligible for the NRHP. Fort Huachuca is situated at the foot of the Huachuca Mountains in southern Cochise County, Arizona. It is located approximately 15 miles north of the border with Mexico and 75 miles southeast of Tucson. It was founded in 1877 as a frontier cavalry fort and remains one of the oldest military installations in the West. The objective of this report is to inventory the real property within Fort Huachuca’s Old Post, the historic core of the installation. Each resource is enumerated and accompanied by a list of reports discussing its potential NHL or NRHP eligibility. Subsequently, each resource is accompanied by a short description, which includes its location and current status within the recently created Old Post Historic District.

Camp Perry Historic District Contributing Buildings: Character-Defining Features

Abstract: The National Historic Preservation Act of 1966 (NHPA) established the National Register of Historic Places (NRHP), which requires federal agencies to address their cultural resources, defined as any prehistoric or historic district, site, building, structure, or object. NHPA Section 110 requires federal agencies to inventory and evaluate their cultural resources. Section 106 requires them to determine the effect of federal undertakings on properties deemed eligible or potentially eligible for the NRHP. Camp Perry Joint Training Center (Camp Perry) is located near Port Clinton, Ohio, and serves as an Ohio Army National Guard (OHARNG) training site. It served as an induction center during federal draft periods and as a prisoner of war camp during World War II. Previous work established boundaries for a historic district and recommended the district eligible for the NRHP. This project inven-toried and analyzed the character-defining features of the seven contributing buildings and one grouping of objects (brick lamp posts) at Camp Perry. The analysis is to aid future Section 106 processes and/or the development of a programmatic agreement in consulta-tion with the Ohio State Historic Preservation Office (SHPO).

Camp Perry Historic District Landscape Inventory and Viewshed Analysis

Abstract: The National Historic Preservation Act of 1966 (NHPA) established the National Register of Historic Places (NRHP), which requires federal agencies to address their cultural resources, defined as any prehistoric or historic district, site, building, structure, or object. NHPA section 110 requires federal agencies to inventory and evaluate their cultural resources. Section 106 requires them to determine the effect of federal undertakings on properties deemed eligible or potentially eligible for the NRHP. Camp Perry Joint Training Center (Camp Perry) is located near Port Clinton, Ohio, and serves as an Ohio Army National Guard (OHARNG) training site. It served as an induction center during federal draft periods and as a prisoner of war camp during World War II. Previous work established boundaries for an historic district and recommended the district eligible for the NRHP. This project in-ventoried and evaluated Camp Perry’s historic cultural landscape and outlined approaches and recommendations for treatment by Camp Perry cultural resources management. Based on the landscape evaluation, recommendations of a historic district boundary change were made based on the small number of contributing resources to aid future Section 106 processes and/or development of a programmatic agreement in consultation with the Ohio State Historic Preservation Office (SHPO).
