  • Embracing Biodiversity on Engineered Coastal Infrastructure through Structured Decision-Making and Engineering With Nature

    Abstract: Extreme weather variation, natural disasters, and anthropogenic actions negatively impact coastal communities through flooding and erosion. To safeguard coastal settlements, shorelines are frequently reinforced with seawalls and bulkheads. Hardened shorelines, however, result in biodiversity loss and environmental deterioration. The creation of sustainable solutions that engineer with nature is required to lessen natural and anthropogenic pressures. Nature-based solutions (NbS) are a means to enhance biodiversity and improve the environment while meeting engineering goals. To address this urgent need, the US Army Corps of Engineers (USACE) Engineering With Nature® (EWN) program balances economic, environmental, and social benefits through collaboration. This report presents how design and engineering practice can be enhanced through organized decision-making and landscape architectural renderings that integrate engineering, science, and NbS to increase biodiversity in coastal marine habitats. When developing new infrastructure or updating or repairing existing infrastructure, such integration can be greatly beneficial. Further, drawings and renderings exhibiting EWN concepts can assist in decision-making by aiding in the communication of NbS designs. Our practical experiences with the application of EWN have shown that involving landscape architects can play a critical role in effective collaboration and result in solutions that safeguard coastal communities while maintaining or enhancing biodiversity.
  • Analysis of the Army Transition from LEED 2009 to LEED v4, with Updated LEED 4.1 Credits

    Abstract: The objective of this effort was to identify and recommend an approach for Army green building certification that ensures Army projects meet federal and Army sustainability requirements during the transition from Leadership in Energy and Environmental Design (LEED) 2009 to LEED v4. The first Army LEED v4 project was registered for certification with the Green Building Certification Institute in 2014. Since then, over 860 Army projects were registered for LEED v4 certification. As of the third quarter of FY20, when this report was written, 2 projects achieved LEED Silver certification. Other Army projects teams documented difficulty achieving the required LEED v4 Silver certification due to difficult site conditions, budget constraints, facility types, or project requirements. Commercial-sector project teams also had difficulty certifying with LEED v4, forcing the United States Green Building Council (USGBC) to reconsider the credits and metrics project teams found challenging. The USGBC revised the troublesome credits and now offers LEED v4.1 pilot credits that can be used for any project registered with LEED v4. To assist Army project teams, this research investigates difficult-to-achieve LEED v4 cred-its and their possible replacement with LEED v4.1 pilot credits. The report concludes with guidance on implementing the updated version of the LEED rating system from v4 to v4.1.
  • PUBLICATION NOTICE: Proceedings from the US Army Corps of Engineers (USACE) and the National Oceanic and Atmospheric Administration (NOAA)–National Ocean Service (NOS): Ecological Habitat Modeling Workshop

    ABSRACT: This special report summarizes the activities of the Ecological Habitat Modeling Workshop held April 11–12, 2019, at the US Fish and Wildlife Service (USFWS) Blackwater National Wildlife Refuge Visitors Center in Cambridge, Maryland. The workshop guided 21 participants through the process of conceptualizing, quantifying, evaluating, and communicating ecological responses to inform guidance and management decisions for ecological restoration projects. Working in interactive groups, participants used the restoration work already in progress at nearby Swan Island as the basis for their model development. Over the course of the two-day workshop, participants learned the mechanics and challenges of applying modeling processes to shape the restoration of dynamic ecosystems. Through group work and brainstorming, they identified a number of benchmarks to assess restoration success and future resilience. To accommodate the changeable and often unpredictable natural events that can shape ecosystems, workshop facilitators emphasized building iterative, fluid ecological habitat models. Next steps include publishing this special report and scheduling a follow-up workshop that will include a site visit to Swan Island.
