USACE Committee on Tidal Hydraulics

Overview

The Committee on Tidal Hydraulics is a permanent committee providing consulting to the U.S. Army Corps of Engineers on engineering and scientific issues in tidal and related waters. The CTH meets at the request of a Corps of Engineers official, usually a District Engineer, who invites the committee to review one or more District projects and provide advice on those projects. The committee also assists districts with independent technical reviews, workshops, and other needs.

The committee consists of tidal hydraulics experts from Corps of Engineers offices nationwide. It investigates, advises, and reports in the area of tidal hydraulic engineering and science, including aspects such as: sedimentation; hurricane and tidal surges; estuarine circulation; and salt water intrusion

Objectives

• Maintain a continuing evaluation of the state-of-the-art in tidal and related water hydraulics.
• Determine problem areas and recommend studies, investigations, and research designed to provide improved techniques and guidance.
• Disseminate pertinent information.
• Render consulting service on specific problems as requested by various elements of USACE.
• Participate in development of guidance.

Charter

• Establishment - Established October 20, 1948, the Committee on Tidal Hydraulics is an intra-command committee chartered in compliance with Army Regulation 15-1, "Boards, Commissions, and Committees, Department of the Army Federal Advisory Committee Management Program".
• Direction and Control - The committee reports to and receives direction from the Chief of Engineering Division, Directorate of Civil Works, Headquarters U. S. Army Corps of Engineers (HQUSACE), who also appoints committee members with concurrence of their home office. Committee members are full-time employees of the U.S. Army Corps of Engineers (USACE) having expert knowledge of tidal hydraulics theories and problems.
• Termination - The Committee shall continue until terminated by the Chief of Engineering Division.

Operation

• The committee functions under the general direction of the Chief of the Hydraulics and Hydrology Branch, Engineering Division and the specific direction of its chairperson.
• The chairperson will call meetings as required to carry out committee objectives, normally semi-annually. Advance notice, agenda, and minutes of each meeting will be furnished CDR USACE (ATTN: CECW-EH) Washington D.C. 20314-1000, committee members, and pertinent field operating activities.
• Committee members travel and per diem expenses will be furnished by HQUSACE for committee activities. Salaries for committee members while on committee activities will be furnished by their employing organizations. Committee activities will require that members accomplish some committee work at their regular duty station.
• Requests for committee assistance by field operating activities which involve HQUSACE funding will be submitted to CDR USACE (ATTN: CECW-EH) and/or the committee chairperson for approval and processing.
• Direct correspondence is authorized among committee members and between the chairperson and USACE field operating activities. Information copies of committee actions having important bearing on project design or investigation programs will be furnished to CDR USACE (ATTN: CECW-EH). Such committee actions will be advisory rather than directive in nature.
• The committee will arrange for publication and distribution of appropriate committee reports and papers.
• The committee may arrange through cooperating USACE field operating activities or laboratories for engagement of Staff assistance, expert services, and consultants.

Requests for consulting services

Advisory consulting services are provided to assist field elements in defining problems, developing plans for problem solution, and identifying appropriate expertise to perform necessary studies. Requests for appropriate committee consulting services are to be submitted to the committee chairperson with a copy provided to through CDR HQUSACE (ATTN: CECW-EH). Other requests for advisory assistance received by individual committee members will be referred, when appropriate, to the committee chairperson for action.
