USACE Committee on Channel Stabilization

Overview

The Committee on Channel Stabilization is a permanent technical advisory Committee in the U.S. Army Corps of Engineers which provides the organization with consulting and other services in the field of alluvial channel hydraulics and channel stabilization. The Committee is under the general direction of the Chief, Hydraulics and Hydrology Division, Directorate of Civil Works, HQUSACE. Corps field offices may request the Committee's input on various hydraulic and channel stabilization projects.

The Committee consists of Corps of Engineers experts in the areas of alluvial channel hydraulics and channel stabilization. The Committee generally meets in response to an invitation from a field office to assess a site-specific problem. However, the Committee is also tasked with a continuing evaluation of methodologies for design and analysis of stable alluvial channels. The Committee may determine problem areas and recommend studies, investigations, and/or research to provide improved analytical techniques and guidance. Pertinent information is disseminated in reports.

Objectives

The general objectives of the Committee on Channel Stabilization are:

• Maintain a continuing evaluation of state-of-the-art methodologies for design and analysis of stable alluvial channels.
• Determine problem areas and recommend studies, investigations, and research designed to provide improved techniques and guidance.
• Disseminate pertinent information.
• Render such consulting service on specific problems as may be requested by various elements of the Corps of Engineers.

Charter 

• Establishment - The Committee on Channel Stabilization was established in 1948 and remains chartered in compliance with Engineer Regulation  ER 15-2-14, "Boards, Commissions, and Committees, Committees on Tidal Hydraulics, Channel Stabilization, Water Quality, and Hydrology".
• Direction and Control - The Committee reports to and receives direction from the Chief of Engineering Division, Directorate of Civil Works, Headquarters U.S. Army Corps of Engineers (HQUSACE), who also appoints members, with concurrence from their home office. Committee members are full time employees of the U.S. Army Corps of Engineers and each is an expert in some aspect of channel stabilization.
• Termination - The Committee shall continue until terminated by the Chief of Engineering Division.

Operation 

• The Committee functions under the general direction of the Chief, Hydraulics and Hydrology Division, Directorate of Civil Works, HQUSACE.
• The Chairperson will call meetings required to carry out Committee objectives. Advance notice, agenda, and minutes of each meeting will be furnished to appropriate USACE Headquarters personnel, Committee members and pertinent field operation activities.
• Committee members' travel and per diem expenses will be furnished by HQUSACE for Committee activities. Salaries for Committee members while on Committee activities will be furnished by their employing organizations. Committee activities will require that members accomplish some work at their regular duty station.
• Direct correspondence is authorized among Committee members, and between the chairperson and Corps of Engineers' field operating activities. Information copies of Committee actions having important bearing on project design or investigation programs will be furnished to appropriate USACE Headquarters personnel. Such Committee actions will be advisory rather than directive in nature.
• The Committee will arrange for publication and distribution of appropriate Committee reports and papers.
• The Committee may arrange through cooperating Corps of Engineers field operating activities for engagement of staff assistance, expert services, and consultants.

Requests for consulting services

Advisory consulting services are provided to assist field elements in defining problems, developing plans for problem solution, and identifying appropriate expertise to perform necessary studies. Any district office may request the Committee's services by contacting the Committee Chairperson, John Remus, Northwest Omaha District, or by asking a Committee member to present the request to the Chairman.
