ABSTRACT: Creating resilient military installations able to outlast structural changes, whether natural or organizational, is essential for both economic and environmental viability. Source reduction and resource resiliency (SR3) planning is a comprehensive approach to pollution prevention from the standpoint of air quality, energy efficiency, water, and waste management. This presentation will describe the connection between material acquisition and waste management processes and how planning with a broad view approach to resource resiliency aligns with current established planning processes. From policy, practice, to application, this presentation will describe the interrelationship between the four environmental management focus areas (Air, Energy, Water, Waste) and how it is compatible to current trends in resiliency and environmental management planning.

The U.S. Army Corps of Engineers, Construction Engineering Research Laboratory (CERL) has provided world-wide support to Army installations striving to meet environmental management goals by developing source reduction initiatives, planning best practices, environmental assessments, and new technology evaluation. This presentation will provide an overview of the SR3 program and current initiatives and examples of CERL support projects and lessons learned from visiting dozens of military installations all over the world. Participants will have the opportunity to consider the trends that connect installations and their respective communities, while also identifying measures that increase resiliency in a changing environment.
