CERL’s Shahin earns FLC Tech Transfer Award

Champaign, Ill. — Researcher Dr. Mohamed Shahin with ERDC Construction Engineering Research Laboratory, (CERL) was recently awarded the Federal Laboratory Consortium (FLC) 2011 Award for Excellence in Technology Transfer at the annual FLC meeting in Nashville, Tenn.

The award recognized Shahin's development and transfer of the PAVER system, which assists managers document and manage pavement assets. Together with two new companion programs, Field Inspector and Image Inspector, Shahin has expanded PAVER's capabilities for data collection, networking, Web access, and modeling for maintenance and repair budget optimization. This has transformed PAVER into a full life-cycle system that encompasses pavement management, structural evaluation, and pavement design. It can be used to manage airfield pavements, roadways, and parking lots with software also developed by Shahin.

Shahin has successfully used Cooperative Research and Development Agreements, nonexclusive intellectual property licensing agreements, national standards development, and education/outreach efforts to create robust, multifaceted technology transfer for worldwide dissemination of PAVER. The Department of Defense (DOD) has mandated PAVER's implementation DOD-wide by 2012, and NATO has adopted the system as a standard technology.
